Redgranite board responds to concerned residents

A number of issues were brought forward by the citizens of Redgranite at the June 19 board meeting. Village President Jim Erdman started the meeting by responding to an issue brought to the May meeting. Following the board’s Nov. 21, 2022 approval of passing a wheel tax of $25 per vehicle for street maintenance and upgrades of roads, a published ordinance was not included in the Waushara Argus Newspaper. Erdman was informed that according to Wisconsin Stat. 341.35, the local vehicle registration fee statute, does require the fee to be established by enacting an ordinance. However, because it is a fee rather than a penalty or forfeiture, it does not subject to the publication requirements. Former village trustee and village resident Sandy Lyles informed the board that this was not the only ordinance that was not published, and after searching the Waushara Argus Newspapers she noticed many passed ordinances missing from the paper. During her last meeting as a board member, an ordinance was passed for fireworks in the village that does include a penalty. After looking back at the newspapers, she found it was not published as well. Village President Jim Erdman asked Lyles to bring forward those ordinances so they can be revisited. Village resident Mark Opperman once again spoke to the board on the ongoing issues that a specific house on his street (Horne) continues to have, as the property continues to have the parked camper that animals continue to use for breeding, the junk appliances and other vehicles. Opperman questioned when the village will be moving forward with the abatement process, as he has been attending the meetings since January and has not much progress. Later in the meeting the board did discuss the abatement process for the property. The Village Attorney must first review the information and then the judge can either determine to approve the abatement or issue another letter to give them a little more time. Village President Jim Erdman responded to Opperman, saying that they will have another update in July. In the meantime, he will be calling Attorney Dan Sondalle to get further information for Opperman. Sue Chamula spoke to the board about the Redgranite Civic Center. Currently the center houses one of eight Department of Aging Meal Sites, which offers lunch to those 60 and older. They also house AA and the local cub scouts. Chamula wanted to attend the board meeting to ask for new board members to keep the Civic Center going. Currently there are only four active board members that do everything. Currently there is no vice-president or booking agent. Chamula invites everyone to come learn about all the center offers during the meeting on Thursday, June 22 at 2 p.m. Village resident Matt Coffey voiced his concerns about the drinking, fighting, and garbage at the quarry. Village residents have been kicking people out after hours, and many people do not read the posted rules. “I want to see it be a good place for families,” stated Coffey. Village President Jim Erdman agrees that they must find some realistic way to handle the issues at the quarry. The board is currently looking into their options on how to manage the ongoing problems. Sewer and water lead operator Glen McCarty spoke to the board about the 2022 Compliance Maintenance Annual Report. This “report card” from the DNR rates the performance of the treatment plant. This year they received all A’s and met all of the DNR’s requirements. Their rating has improved, as the last few years their report did have D’s and F’s. They also looked at the capacity of the plant to see “how long you have before having to add money to it”. The report shows that the plant does have growth capacity, which is a good sign for the village. The board went on to approve: *An adjustment on utility bill for detected leak for Don Krueger. *A further extension of Mary Piechowski’s retirement date to Aug. 1 in order to continues training the new deputy clerk. *Invoice from William/Reid for Dissolved Oxygen Sensor at $3,504.30. *The replacement of pump fitting and bypass pumping for approximately $15,000 total. *An additional amount of $1,799.33, which is over the board approved amount of $22,005 at the 3/20/2023 meeting, to be paid to Aqualis for Sewer Televising. *Editing the drafted PFP explanation letter to no longer include verbiage on the referendum and to remove the information on the “standby water service” since they were unable to include those on this quarter’s bill. The letters will be included in the water bill this month. *A repayment plan with a fee of $20 for the Safe Step Program sidewalk replacement. Residents will have 30 days to pay or to set up a 12-month payment plan with the village. *The removal of dead trees at Veteran’s Park with a quote of $3,000 from John Quimby. *A firework permit to Andrea Wilcox on June 30, 2023 thru July 4, 2023. *Mobile Home Park License by WIVR Redgranite MHP of Cedaredge Colorado, effective July 1, 2023 through June 30, 2024. *Applications for Liquor, Beer, Wine Licenses, Applications for Sale of Cigarettes, and Applications for Operators Licenses, effective July 1, 2023 through June 30, 2024. *Temporary Class B Retailers license and Operator’s licenses for Sloan Hadel and Ashley Wianecki for Little Sprouts Summer Bash on July 21.
